BIOMASS ENERGY PROGRAMME

MNES's Biomass Energy Programme - Scope, Biomass resource assessment, potential in Rajasthan Schemes/programme under implementation & their features.

Traditionally biomass has been the most conventional source of energy. Inspite of rapid increase in fossil fuel use, biomass still constitutes 14% of world energy use, and 38% of energy consumed in developing countries.

Biomass as a source of electricity holds considerable promise for India. More than 540 million tonnes of crop and plantation residues are produced every year, a large portion of which is either wasted, or used inefficiently. Conservative estimates indicate that even with the present utilisation pattern of these residues, and by using only the surplus biomass materials, estimated at about 150 million tonnes, about 16,000 MW of distributed power could be generated. Apart from providing a much needed relief from power shortages and reaching electricity to remote areas, biomass projects would also open up new avenues for employment generation in the rural areas, through collection, storage and handling of biomass materials. 

There is lack of authentic and precise estimate of the surplus biomass availability in the country, which could form the basis for long term planning and policy in this area. To overcome this lacunae, under the National Biomass Resource Assessment Programme, studies have been taken up in 500 talukas indifferent biomass resource-rich regions of the country. 300 studies have already been completed. 20 such studies undertaken in Rajasthan showing tehsil wise surplus Biomass availability are listed at Annexure - 1.A Consultancy assignment for conducting District wise biomass resource assessment in all the 32 Distt. of Rajasthan has been awarded by MNES to M/s M.C.Jain & Associates, Bhilai. The study is underway and its final report is expected by the year end. A Biomass Resource Atlas for India is being prepared which will use the output from these studies, and other data available through satellite imagery. 

In view of the potential of biomass based power generation, the Ministry of Non-Conventional Energy Sources has taken up comprehensive programmes for promoting different technology and application routes. All the three possible routes for conversion of Biomass to electricity combustion, co-generation and gasification are being promoted. 

Bio-mass Combustion : -

The direct combustion route for biomass conversion is being actively promoted under this programme. 7 projects aggregating to 67.8 MW capacity are under implementation. Present status of projects is as under:--

*Revised date of approval. Approval accorded earlier on 15-6-2002 had to be revised on 26-2-2003 since the IPP had repeatedly requested to be allowed to shift the sites from Alwar to Tonk district and within Bharatpur district.

Biomass Gasification : - 
The technology development has progressed towards indigenous development of 100% producer gas engines upto 250 KW capacity coupled with gasifiers. 

In the area of small scale biomass gasification, RREC has taken up work for implementation of 5 x 200 KW Biomass based gasifier system for power generation each at Kathumar (Alwar Distt.) and Sarthal (Baran Distt.). The EPC-O&M contract is being finalized very shortly.
In addition to above RREC is promoting 1 no demo gasification project (5*240 KW) based on biomass at village Jaydevpura, Tehl. Chaksu in Jaipur Distt. by M/s Anukul Power Pvt. (Ltd.), Jaipur.
